Add the Option to Set Default Export Type to CSV in the Public Notification Widget configuration

In the configuration for the Public Notification Widget configuration, with Express mode disabled, I would like the ability to set the default export to CSV instead of PDF Layout.   There is currently no option to do this in ArcGIS Enterprise 11.5, or ArcGIS Online, and PDF Layout is the assumed default for all users.  I work for a local city government, and our staff who generate the mailings only use the .csv file format.   Providing the ability to set whether the CSV or the PDF is the default would save our users and extra click, and give flexibility to the widget not currently provided.

Thanks for this feedback, we'll go ahead and look into this and see if we can get this added as an option in our configuration in a future release
