I am very new to Indoors but as my title suggested, the Space Planner app doesn't seem to honor the label rules of my underlying web map. I've configured the label for my Occupants layer from both the feature level as well as in AGOL map viewer but it somehow always reverts to the Upper Right position.

I think you'd need to configure the default labels in the original hosted feature layer (on the item details page, through the Visualization tab), then create a new Plan in the Space Planner to see those changes. The Space Planner creates a copy of the source hosted feature layer whenever you create a new plan and uses the default symbology/labels etc stored within the layer. That copy is then disconnected from the original (except for when you use Merge in the Space Planner, but that only updates attributes)

You could also change the symbology/labels for an existing Plan, but new Plans will continue to pull from the original defaults so you'd have to change the labels each time.
