Solved route not reflecting Spatial Landmarks when referencing an ArcGIS Indoors Information Model

Hope everyone is doing well. 

My colleagues and I are running into a strange behavior and looking for some suggestions to overcome it. Here it goes : 

We are observing mixed results when solving routes for our Indoors Information model dataset. For testing and troubleshooting purposes we have published two services with the Network Analysis capability enabled. Both the services reference the same set of feature datasets and feature classes. These feature datasets and classes align with ESRI's ArcGIS Indoors Information model. The data model resides in an FGDB which is registered with our ArcGIS Server.

Service 1:
  • Published from ArcGIS Pro 3.0.3.
  • Published to ArcGIS Server 11.1.
  • Testing this service via the REST endpoint we observed that the solved route returns the spatial landmarks but the turns are missing.
  • Testing this workflow in ArcGIS Pro, we observe the same behavior as in the REST endpoint of the NA service.
Service 2:
  •  Published from ArcGIS Pro 3.3.2
  • Published to the same ArcGIS Server 11.1 site.
  • Testing this service via the REST endpoint we observed that the solved route does not return the spatial landmarks instead the turns are returned.
  • Testing this workflow in ArcGIS Pro, we observe that we are seeing spatial landmarks but no turns.
