I have created a mosaic dataset of .tiff imagery of our county. I need this to display at larger scales than what has been created. I can not find a way to change the display settings of this dataset they way you can with a raster catalog. Am I missing something or is this not possible?

In order to get the imagery to display at the other scales you will need to Build Overviews.  This can be done by right clicking the Mosaic Dataset > Build Overviews or you can use the Build Overviews tool.  Here is also the general workflow for creating a mosaic dataset.
