Where can I find a comprehensive list of features available with the free public maps?

Hi!

A client of my company is asking whether it is possible to create map visualizations based on the provinces, municipalities and autonomous regions of Spain.

Is this possible with the free version? I wasn't able to find a list of all of the features, just an overview of content.

Is any plugin or extra key required? Would it be available out-of-the-box for users with an Esri licence, or is it an extra that needs to be added?

I don't know the spanish GIS world at all, but all EU States are forced to publicate Geodate through Inspire directive. So it depends what you are looking for and what u want to do. Services must be available through the government?
