Real-time data on ArcGIS platforms

Hi everyone. I'm really a newcomer on ArcGIS Online, and I was wondering if there is any app or any platform included in my license (I have an ArcGIS Desktop Basic Single Use license) which allows me to get real-time open data from any ESRI source. I was on the understanding that this kind of opportunity is available but I'm not sure.
