I'm quite familiar with scaling mapping layers and set my maps to the precise scale that these municipalities would show in ArcGIS Online HUB. I have not touched anything. No one has access to these maps. And yet, municipalities - which used to show in HUB are now missing. https://arcg.is/1y5Xqz1 .

If you zoom in one click on HUB, you see the municipalities, (Rhode Island must be displayed at this scale because the island municipality),  New Shoreham must display - it's a part of the state.

In the web map in ArcGIS Online. I zoom in just one scale level. Save it. And view the HUB. The HUB Site produces a map that is not desirable -- showing only mainland Rhode Island. (and not the mainland with New Shoreham).

What is it that I am overlooking?

Hi @EricG - thanks for reaching out to the community for support. Based on the link and screenshots provided, it looks like your inquiry is specific to the display differences between ArcGIS Map Viewer and ArcGIS Experience Builder. You may want to post in the ArcGIS Experience Builder board.

In the event you are embedding the Experience Builder application into ArcGIS Hub, we will simply rendered the embedded application in Experience Builder's player via an iframe. We do not control how features/functionality within the embedded application will render.
