Graham, something I can’t workout with Chrome.
The above url loads to top of page in MS Explorer. In Chrome the page always loads to the iframe, 2/3 down the page. It does this in both http and https. Could it be the way the iframes load as the page populates?
Please advise.
Let me look into it. My initiation thought is it has something to do with how that application was written. If the application loads and then tells the browser to scroll to its "top" then that could cause something like this.

Okay we took a look. It seems that certain browsers handle `focus` in different ways and this is a known thing about Chrome. Something in that application is changing focus and it works differently from browser to browser (safari also has the same issue as chrome).
Best I can suggest is to link out to your application instead of embedding it. Maybe make a button that opens this application in a new browser window? I think this app has enough features that this might give a more clean experience but I understand the downside that you don't get the metrics on your home page. If you have the data in ArcGIS, one suggestion would be to use the Summary Statistic card for the key measures then link out to the app for the more thorough/interactive exploration.

PS you could try to ask the makers of that app to fix it (or give you an "embed mode" of the dashboard/app)

Yeah, one of our staff discovered there is an HTML5 autofocus in the two IoT browser links we’ve put in the iframes. We’re discussing options.
Is ESRI open to adding instructions to the hub design to load the page to the top? Please advise. Thanks.

I don't think we can blanket implement a change like that because we support anchor links. I wouldn't want to break someone's existing anchor link and then, via javascript, bounce people to the top.
