Enabling a hosted download

I am currently working on an ArcGIS Hub site.

I have datasets that I would like to enable download for anonymous users. The layer is a hosted feature layer and it has the following option ticked on:
Export Data

Allow others to export to different formats.

However in the content library I don't have the Download option tab. I would like to enable Hosted downloads. Does anyone have any suggestions on how to enable that?
