When trying to modify our Hub Site's settings and change the basemap, we experience a broken UI.
The basemap dropdown does not work, and closing via Cancel, X, or apply also does not work:

I'm curious if you're seeing any console alerts thrown in your browser console? Anything showing any possible errors or missed requests would be what I would expect to see. If you're using AGOL, I'm assuming the June 25th update had broken it, as it seemed to have had a few issues.

From what I'm seeing, I'm reproducing this on my side. It appears that there may be a CORS issue on the ESRI side of things, my console is a little different but does the same exact thing yours is:
This appears that the AWS instance may either be having an issue on Amazon's side, but more than likely an ESRI bug, I would say the best idea would be to submit a bug report since it doesn't appear to be on our sides!
