ArcGIS Hub sites are basically websites, for which many organizations have rules and permissions for who can publish sites and what content and branding their organization will have on the internet.
Currently Hub does not allow for ArcGIS Online Organization Administrators to grant or deny that permission on a user role. ESRI has said in the past this is because a Hub site is basically any other item in ArcGIS Online and having permissions for that would be challenging, however we have the ability to control who can create a Notebook. Please upvote this to regain control of your AGOL Org and tell ESRI we want permissions on who can create Hubs!
