Allow HUB filtering with wildcard characters

Hub does not allow you to filter data with a wildcard. Filters in the dataset's data tab need an exact text match. We should be able to filter with "starts with" or "contains".

Yes! Many of our site visitors attempt to interact with our data using wild card or partial queries. If users decide to go beyond a hub site to create a web map then this is available. It would be great to have a similar capability within the Data preview for Hub feature layers and tables. Searching keywords within the content item's map area does somewhat resolve this however it is inconsistent. Occasionally returning irrelevant results. I agree with this idea to improve user capability for interacting with the Data preview. Thanks for suggesting! This would be really helpful to me in filtering DDOT's crash data by address -- there are so many variations in how crash locations show up that it is difficult to think up all the possible filters (https://opendata.dc.gov/datasets/crashes-in-dc/data). The map helps to some extent, but not enough.

I've always wondered why I can't always find things that I know exist.  I thought that was also why TAGS were important as keywords for searches...  but maybe that also has something to do with how search works?
