Some one can explain me what's a inclusion probabilities raster and how can i get it.

The raster can be created using Spatial Analyst, 3D Analyst, Geostatistical Analyst or any other program that'll create a raster with values between zero and one.

Thank, i have no problem with a raster with a cells between 0 and 1.

But I d'ont understand inclusion probability. It's mean that i must use bloc statistic to generate  the probabilities to find one or more samples for each bloc or cell. That is a inclusion probability raster?

Remember that the inclusion probability is relative to the other inclusion probabilities.  For example, cutting all probabilities in half will not affect the output points. 

The inclusion probability is often used to prevent suggested locations that aren't feasible or are too costly (such as in a lake or on a mountain).  You can use the probabilities to make sure that building the sampling network is not too expensive or difficult.

I want to use this tool to create sample points with probabilities that favor sampling in wooded areas. To do this I have been trying to reclassify a habitat cover raster with values between 0 and 1 in a way that wooded areas are favored (ie: .99). However, the problem that I am running into with this method is that when reclassifying the raster the output can only be an integer.

SO. My question: what's the best way to manipulate a raster layer (habitat coverage) so that it has the needed inclusion probabilities?

Reclassify to integer values and then divide by a value to create the probability raster.

I.e, if you want all the values in the habitat raster that are forest, for example, to have an inclusion probability of 0.75, then reclass them to 75 and the use the Divide (by 100) tool to create the probability raster

Thanks for this Steve, I have one modification to this: after reclassifying the raster as an integer it was necessary for me to convert to float before dividing by 100.  After that it worked great!
