Add a counter filter to GeoEvent Processor

Ideally the counter would count all incoming events and perform one of 2 actions (in these examples I am assuming the counter is set to 100 geoevents):

1. On the 100th event, only pass the data from the 100th event

OR

2. On the 100th event, pass the data from all of the 100 previous events
