Is it because the Package Data process creates a map cache and if the project contains a map cache and nothing else and there are no changes to the layer's settings at the project creation stage, then there is no reason to re-create the cache, because it exists already? If this is the case, then why do I still not get the Package Data option available to be if I make changes to the layer (such as field visibility, removing tasks from project etc).
Still confused.
