I'm a bit confused about how to set up my operational and base layers. My question is around layers that the user may want to turn on and off, but not edit. I was thinking that these layers should go into a dynamic map service and then put this in the base map layers section, but a couple of issues. When I go to add, it only shows up in the operational layers section. Also, when I went back and read the help, it says that to use dynamic services in the base, there must be constant connection from the field to the server. Since this will not be the case, should I make these layers operational, or should I create an un-fused cache? What are the pros and cons? If operational, and a change is made to the layer, are only the changes transfered to the mobile device, or the whole layer?
