We have a tenant with multiple sites. We have added the ArcGIS for SharePoint (latest version) to two different sites. But when we create a new list, one site shows the Geoenable button, but the other doesn't. It's unclear whats different between them. The user is a SiteOwner for both sites.

Can you please check if the "native" SharePoint buttons such as "Edit in grid view", "Share", "Delete" are available on both sites?

Got it. Do you know if the site where it's not show, was the list created by exporting data directly from Excel or if the lists in both the sites were created using the same process?
The ArcGIS for SharePoint app does not permit/block users from using the "command set extensions" (Extract EXIF Data and Geoenablement).
Can you try with a blank list on the site where its not working?

I tried creating the list from the same excel file as the site that is working. I also tried creating a blank list and still didn't see the button on the "bad site".
Do you know if the ArcGIS for SharePoint app was installed across the tenant on all the sites?
It's available for each Site Owner to install, however the site owner has to take the action to add. The Tenant administrators have made it available. We do not have direct access to the appstore and apps must be approved and enabled by the tenant administrators.
Can you add it to the "bad" site?
