ArcGIS Map for SharePoint and Government tenant

I am working with the SharePoint Administrator for Clackamas County. We are using the government tenant for SharePoint and Office 365. We are encountering an issue with installing the ArcGIS app. We a experiencing an error message that reads "Sorry, this app is not supported on your server". The SharePoint Admin is able to install the ArcGIS Maps addin on a non government tenant SharePoint.

Any ideas of when the government tenant will allow the ArcGIS Maps app?
