On iOS this is really only possible if you have a MDM (Mobile Device Management) system setup to push out and deploy new versions of apps onto phones, Apple is pretty strict that only the most recent versions are first. The MDM system may have a previous version stored, that's what our company did for the time being!
If you're using Android, you may be able to pull a previous APK off of an non-updated device and be able to deploy it that way!
