I have not been able to create any offline areas in Field Map designer for the past 2 days.
I went back to an old web map which I worked with before and had an existing offline area. I selected a very small area at the street level and it has been spinning forever. In the Field Map app, I tried the same webmap 4 times and got 2 successes!
Does anyone experience similar issues. Thanks for any feedback.

P.S. Yesterday, after failing all my tiled services were listed but none of my feature services. I looked at the network activity for the last entries of "packaging.arcgis.com" and all come with this kind of message:

Today, I cannot even get any entries in the package list, only the message: "Your packages are being created. They will appear here when they are ready". and I could not find any interesting info in the network activity.

INC-001547: Asynchronous operations are slow to complete on all service endpoints.

the same over here. Yesterday was a nightmare: I just recently I updated one of our main tree census maps and suddenly my crew reported issues downloading the map. The first thing was: I screwed the map badly. After reviewing all the layers, map, form and whatnot, I realized my map was not the culprit.
I tried downloading maps that were working fine and none worked. That was the "aha moment". I contacted ESRI support and after 2 hours answering basic questions (are your layers editable, is your map offline ready, etc.) I was notified about the INC-001547 with AGOL.
Today we still can't take maps offline. I have my crew waiting for this issue to resolve.

Yep - same issues for us today. Dozens of field staff unable to download offline areas. GIS staff unable to append data. Very frustrating.
I thought it was me! I lost hours of my work day trying to get the simplest of functions to consistently work - exporting Feature Layers as FGDB. I just sat watching a spinning wheel of annoyance.
It's nowhere near as bad as having field crews at a standstill, but was frustrating and really did not help a nascent headache.
