We are using ArcGIS Enterprise 11.3 and have published a feature service from our enterprise geodatabase. Based on this, we created a web map configured for offline use in ArcGIS Field Maps, following the steps shown in this official video:

All settings related to offline areas and sync have been correctly configured. However, when trying to download an offline area within the Field Maps mobile app, a login screen for ArcGIS Online appears, requesting AGOL credentials.
We would like to understand:
Is this behavior expected?
Is the issue caused by the default basemap referencing ArcGIS Online?
How can we publish and use web maps for offline workflows without requiring ArcGIS Online login, when using Enterprise-only infrastructure?
Any guidance or best practices would be greatly appreciated.
PS: I do these operations with the creator user.
Yes this is the expected behavior because the basemap references ArcGIS Online.
You can however take the basemap offline in Enterprise either manually via a web map or via a script.

You can take an Esri basemap from ArcGIS Online offline with an ArcGIS Enterprise web map. To do so, you must have an account as a member of an organization in ArcGIS Online, and your environment must have access to the internet."
We do not have an Arcgis Online membership, does that mean we cannot use it without a arcgis online membership?
