No Refresh Map option on Field Maps

I have a user who has mentioned an issue where he no longer has the option to refresh maps on the Field Maps app on ipad (version 24.3.0 build 1133).  He does have this refresh maps option on his iphone however which is strange.  I don't see anywhere on field maps configurations where I can fix this.  Has anyone else experienced this?  Thanks

Are you referring to the "Reload Map" option when you select the menu in the maps list? 

That only shows up when you have that map currently loaded/open in the Field Maps app. If you open a different map, that option disappears, but shows up for the new 'current' map that is open. 

i.e. You only have to refresh or reload the map if it isn't the active map that is open. Opening a new map automatically loads new data each time. 

I believe the options are different for offline maps, but that should be controlled with the sync option once the map is opened.

Doug has an accurate explanation above about the reload map button. Could your colleague also be referring to the ability to pull down to refresh the map list itself? If so, what is the behavior that happens when they try this? Thank you!
