Hybrid Reference Layer (for Export) for offline use in FieldMaps

I'm trying to create an item of Hybrid Reference Layer (for Export) in my organization's Enterprise Portal with credentials stored so it can added to a web map used in FieldMaps, offline configured. The issue I'm running into is that when I create a new item from the Hybrid Reference Layer (for Export), it just creates a tile layer for World_Basement_Export_v2:

Anyone know what is going on? I've seen folks dealing with similar issue since 2021, so hope there is a solution out there somewhere. Appreciate any help you can provide!
