I am somewhat new to Field Map.  Am I correct in my understanding that there are 2 field map applications: 

  1. Field Map Designer
  2. Field Map

I am working for an organization that has an Enterprise Portal.  This organization has access to the Field Map Application, but apparently not the Designer App. 

Is this Designer App something that this organization needs to purchase in addition to its Enterprise License, or does it need to be activated under the current Enterprise Portal?

Any idea of the cost of such a license, if needed?

Finally, is it possible to design a Field Map App in another organization and copy or transfer it to the Enterprise Portal?

Thanks for any suggestions, advice, and/or insight.

For ArcGIS Enterprise, Field Maps was progressively added:

  • 10.6.1 to 10.8: the web designer is not available and the mobile app needs to be registered
  • 10.8.1: the web designer needs to be installed
  • 10.9 and higher: the web designer comes installed but newer functionality may be tied to later versions

The field maps designer does not have an additional cost specifically. The general mobile user (type or add on licencing) would apply for field workers. Map/form designers require a Creator account.

You are not seeing it because you do not have a Creator licence or your version/configuration of ArcGIS Enterprise falls within one of the above versions.

Finally, is it possible to design a Field Map App in another organization and copy or transfer it to the Enterprise Portal?

Technically yes, but honestly I wouldn't recommend it, especially in earlier releases of ArcGIS Enterprise. There are some issues with Web Map save conflicts (between Map Viewer, Map Viewer Classic and the Field Maps Designer). There may also be design compatibility issues, if you were say copying Field Maps designer functionality between ArcGIS Online or a newer release of ArcGIS Enterprise to yours. 
If you have legitimate workflows requiring this we could discuss solutions using the map .json, python, Esri PS Assistant etc. But if the idea is to copy the map form design from ArcGIS Online or a newer release of Enterprise to yours, I would not recommend it, as it's likely that it won't work correctly. The Field Maps designer uses Arcade and Map Viewer (Javascript) version releases that are tied to Enterprise.
