Query tool is unavailable with imported shapefiles?

I tried to create a new query tool for the imported shapefile, but I couldn't do that.
It seems like the query tool is not applicable for the shapefile.
Here is the image capture of the message that I got.
Is there a way that I can create a query tool for the shapefile?

Hi,
The answer is no - you cannot create a query against layers which have been created from a CSV or a shapefile. Reference to this limitation is made under the Queryable Layers section of the About Queries help topic.
