How to label features in webmap?

It is not currently possible to label features on a webmap independent of labels that are established and drawn by a map service.

Can you describe where you are seeing Arabic not displaying correctly?

Thanks Andy, arabic is not displaying properly in the pop-ups of attribute values containing arabic text.
