disable feature pop-ups

I made some features for a map that work like graphic annotation -- they're like arrows and things pointing to true geographic features. I don't want them to have pop-ups or be clickable. Is there a way to disable that functionality?

You can't currently disble the popup on a feature by feature basis, or for features in notes layer. This is a good enhancement for a future release,
