Working offline with basemaps.

I know AGX doesn't like to run offline, but is there a way to have it come up without the error box about the basemaps when offline?  I've installed a totally local file basemap, but it still comes up with the error.

Also, are there any basemaps that are halfway decent will work offline?  Low cost or free is better.

Hopefully the instructions on using ArcGIs Explorer in a disconnected environment or behind a firewall should see you right: http://webhelp.esri.com/arcgisexplorer/1500//en/firewall.htm.

Regarding low cost data - you could look into crowd-sourced data such as OpenStreetMap - which can be processed in ArcGIS Desktop or downloaded as Shapefiles. ESRI (UK) produced a document on using OSM in ArcGIS: http://www.esriuk.com/literature/documents/OpenStreetMap%20v12.pdf which includes links to download the processed data fro various sites/mirrors.

If you install the OSM editor from ESRI (http://esriosmeditor.codeplex.com/) you'll get some Layer Files for the data too, although I haven't looked at them directly to see how they render in comparison to the OSM basemap on ArcGIS.com.

I volunteer for a non-profit group that works close with the National Forest Rangers where we are always in the field working and there are no offline connections available. Most use the app on a tablet but a few of use have our laptops that run licensed version of the Desktop tools and would like to work in the field offline.

How does one find basemaps like the Topographic and/or National Geogrpahic to load on the laptops to use for offline work? We are very new to ArcGIS tools and are learning more each day but this fundamental step would be invaluable for use at this point to get a good jump on the work we have ahead of us.

We welcome all comments.

I have tried to use OSM offline mode in Collector for ArcGIS and Portal for ArcGIS, but I haven't succeed.
