Query by boundary with Query Plus or similar add-in?

Hi. I'm new to GIS, but I've spent some time playing with Explorer desktop. I'm trying to query within a geographic boundary, and not sure if it's possible.

The Query Plus (QP) add-in allows you to select a layer, draw a shape and retrieve points within the resulting boundary. You can also use a pre-drawn shape stored as a note. For example, consider a shapefile of hospitals. From within QP, I can  trace the state of Utah and find the hospitals within it. Alternatively, I can draw Utah with the "Area" tool, store the shape as a note, and use that note in QP.

What I'd like to do is load in a shapefile/KML of, say, U.S. counties or states, and use features from the layer as my boundary. So instead of having to draw Utah, I would like to select it from a shapefile of U.S. states. I haven't been able to do that with QP because it only recognizes notes or shapes drawn from within the add-in.

Is this type of operation possible?

Yes, it is possible. Identify features from the counties/states shapefile and create notes from the popup windows. Then you can use these notes as an input geometry for QP add-in.
