Fuzzy layers and Text - Fixes?

So I've imported my basemap layers that are the standard I use in ArcView.  However the lines a fuzzy and the text is diffuse.  What is causing the fuzzyness/diffuseness/blurryness?  How can this be fixed?

I posted best way to do custom symbols for Explorer Desktop right above you. I also seem to be having the same sort of problems.
