When I try to add a layer package to Explorer that has feature classes from a .GDB I get the error: Package has unknown or missing coordinate system. Also images from .GDB do not display. This error comes up: XML Parser initialization failed.  I've installed the projection expansion pack, but that didn't fix anything.

Yes, I've done that.  When I try to open it on the Vista Laptop is when I get the error messages in the Repair Layer Dialogue

Attached is one of the .lpk files that is not showing up in my map.  I have noticed that of the layer packages that do not show up in the repair layers dialogue, only the layers that weren't in a file geodatabase are the ones that show up.

I tried the package you attached in ArcGIS Explorer 1500, and it works.  No, broken links.



The package appears to be in good shape.

I saved the Package to my C drive, and then Opened it via Add Content - ArcGIS Layers. 
I then saved the map, and re-opened the map (same machine), and it all worked as expected.

Do you have more information that would help in understanding why it is not working in your environment?

I talked to Tech Support and we figured out that it was the xml Parser (msxml4.dll).  I had to unregister and re-register it.  That fixed all the problems I was having.
