The Services used in the basemaps require a 9.3 (preferably 9.3.1) ArcGIS version or greater.

The basemaps are available as layer files from ArcGIS online.  http://www.arcgis.com/home/search.html?q=basemap%20lyr&t=content

There are four basemaps that work in ArcGIS 9.2 but information about them is rather hidden. See this ArcGIS 9.2 help topic for full info:
http://webhelp.esri.com/arcgisdesktop/9.2/index.cfm?topicname=an_overview_of_gis_service_layers

Here are the four MXD files that you can open in 9.2 to easily access the four basemaps:
http://links.esri.com/arcgisdesktop/en/arcmap92/layers

There's no support for Bing, OpenStreetMap, Physical, Terrain, or the World Topographic Map service in 9.2. Also note that the four services that are supported in 9.2 are older versions that are no longer being updated, so the content you see in them may not be as up-to-date as what you see for the same services in ArcGIS Explorer Desktop.
