Build 1500 configuration / Map do not open from a server based .ncfg file in 1700

I am able to open AGX build 1700 and then load a .nmf file however when I try to load a customized configuration and then a custom map the map does not load and I get a blanck contents window and an error of "The file 'map' cannot be opened becasue there are problems with the contents"

These file load in build 1500? 

Again I was able to start the out of the box AGX 1700, load a custom .ncfg, and everything looked fine.  I was not able to load my map file under the customized configuration in build 1700.

This is a work around as I need to allow users to access a customized .ncfg and .nmf via the internet and have these files load together via a zipped configuration file (USGS_Science_Support_AGX_Presentatio .ncfg) file sitting on a remote server.  As you know this file provides the correct configuration and map. 

The users are not able to nor would they know how to load AGX 1700, then load the .ncfg, and then load the .nmf in order for them to see my application correctly.

Any thoughts as to why this set up, configuration file and map work in 1500 and not 1700?

I took a look at your application configuration. 

When I open the map, ArcGIS Explorer "runs out of display" resources (this is a windows limit), and it is basically not useable.  The instability will vary from machine to machine.  Some may be able to view it and others will not.

The difference between 1500 and 1700 that is causing this to occur is the enhancement to the table of contents where service sublayers and legend items are shown in the table of contents.



Right around 1300 legend items is the limit for my computer.  For services we do not show legend items if there are more than 100 for a layer. We do this to try and stay under the limit. For example in the picture above Terrestrial Ecosystems has more than 100 classes (603) so the legend items are not shown in the table of contents.

Your map has around 300 layers in it, and likely a thousand plus legend items.  Would it be possible for you to create multiple maps (application configurations) perhaps a series with specfic uses and smaller numbers of layers?
