ArcGIS dynamic services not drawing properly when zoomed in (1200)

I've got a dynamic map service from 9.3.1 server that isn't being redrawn when zoomed right in.

There used to be a setting in 900 or 800 or whatever version where you could assign a sort of maximum scale.

See attachments to see what I mean.

Is that a "feature" or a known bug?

I am not sure if my issue is exactly the same as yours but I thought I would add to your thread.  I am experiencing what could be described as patchy rendering of linear features using build 1200.  Using a single source of data I get varying results depending on how it is accessed.  For example:
Dynamic Map Service - patchy rendering with portions of the line not showing up at various scales
Layer File - patchy rendering as well at various scales, but not as bad as the Dynamic Map service
Connection to SDE - renders fine at any scale

Even when i force AGX to go out and get data by panning and zooming beyond what it seems to be cached, it still fails to return the entire feature within the view extent.  This is especially annoying right now because I am trying record a demo for a presentation.

I have attached a screen shot of my issue....incase anyone has a suggestion.  Missing section circled with green graphics.

If you are getting these results when using the services as "draped" over the 3D terrain, you may be seeing the scale dependencies eliminating part of the line as the elevation affects your view of scaled dependencies?  Also, ArcExplorer would be attempting to draw from cached information -- and again, the elevation layer seems to come into play.  It grabs tiles from different scale stores to populate the current view?  Just a stab.  Maybe this should be entered as a bug.

I have the same problems with services in 3D.  I have transitioned to just using 2D and it works well.  I miss the 3D view terribly, and so does my audience.  I used the Fly Along function extensively.

Well yes it's only occurring in 3D.  2D is all OK.

I guess I will throw the wrench into the picture here...I am using 2D with a Web Mercator projection.  I have also experienced the same issue when using a more local UTM coordinate system as well. 

In the latest example attached, using a newly published dynamic ArcGIS Server map service on top of the World Topography service from ESRI it appears that two tiles weren't rendered before being cached on the fly by AGX.  On either side of this scale (zoom out, zoom in) the labels and boundary look fine, but once the tiles have been generated there is no going back (except to delete the cache from AGX and try again).

I might try to log this as a bug.  The weird thing is this isn't consistent, sometimes everything works just fine and then other times you see results like this....
