I am using Experience Builder in enterprise (10.9.1) and I am trying to set a mail to link using:

mailto:email@site.ca

I am getting an error 'Only HTTPS is supported'

When I use this same line in my experience builder in ArcOnline it works.

Not sure if this is an enterprise only bug?

It's not really a bug. It's a feature your version of Enterprise does not have. ArcGIS Enterprise 10.9.1 has Experience Builder 1.5. ArcGIS Online has Experience Builder 1.14. Your version of Enterprise is nine updates behind. It looks like mailto links were added in Experience Builder 1.10. On Enterprise you will need 11.1 to get it.
