I have a data table and would like no data to display at default. I know I can do this by changing the data setting to "selected features." However, this then prevents both the search widget and the search function within the table from working. Is there a way to replicate a true search functionality in experience builder where no information is displayed in a table unless a partial match is made to a specified field in the table?

You don't want the search widget to be pointed at the selected features view--only the table widget.
For example, I've set up a search widget to search a "villages" layer (default data view). In the search result area, I've selected "Auto select the first result." This last part isn't absolutely necessary, it just makes selecting take a click less or so.
I then have a table pointed at the selected features view of the same layer:
When I search and select something, it'll appear in the table:
