"Click outside to close Window" preference reverts to no; window opens to bottom

I have two issues with a window in my Experience Builder template which may or may not be related:

1. I have selected the "Click outside to close Window" preference for the window, saved, and published successfully. But when I then close and reopen the experience later, or even if I refresh the page, this option unchecks itself and clicking outside the window does nothing to close it. As a workaround, I've added two buttons to the window (one at the top and one at the bottom) allowing users to close the window, but this checkbox does not seem to be working as intended.

2. In the same template, I have a button on the page linking to this help window. The help window contains a column>section>view and is scrollable. The button opening the window works fine, but every time the window opens, it opens to the bottom of the window, and the user has to scroll up to find the top of the content. Is there a solution to this?

I noticed that you cannot click outside the window to close if you also have interaction turned on with a box option to click. This is in AGOL. Otherwise it works as expected.
