For some web maps the print widget does not export ethe map to a PDF format.
How can I find a solution to this.
Are you using the default ESRI print service or a custom print service?

How can I check if I am using the default ESRI print service?
ArcGIS Pro > Share tab > Export Map > you have both Flattened and Vector PDFs to choose from.
You could also create a layout and print from there as well.

This print button is for end users who are printing form a web viewer. Most of them do not have ArcGIS Pro installed locally.
We have the same issue. We have a custom print service that creates the print layout fine from the Portal (11.3), but sometimes it comes out as a .pdf file and other times it comes out just as a "file" with no .pdf extension.
It can do this in the same map and there is no connection with either layer type, print template that we can see. It appears random whether it works or not.
Anyone seen this before?
Has this issue only started happening at enterprise 11.3?
How often does the issue occurs (e.g. 1 out of every 10 print attempts, less, more)?
Are there any error messages in ArcGIS Server Manager when this occurs?
