Map widget (layers) versus Map Layers Widget

I am wanting to allow the users to alter the transparency of layers.

In the Map Widget it has lots of tool options including layers which allow you to toggle the visibility of layers and display in legend in a nice single tool which nicely disappears when not in use maximizing the screen space for the map. 

Then there is the Map Layers Widget, which allows you to do a few more things, including adjusting the transparency,  but it is a fixed panel on the screen (although maybe there is a way to make it dynamic but just haven't figured it out!!)

It would be great if the additional layer functionality were options in the Map Widget.

@LIZDean You can put the desired widget into the Widget Controller, which would take less space instead of the fixed panel on the page.
