Layer Search Tool Issue for a Dashboard Template

I added a search bar to a dashboard that is based off of a municipality layer and allows the user to enter and zoom to a specific municipality in New Jersey. I'm experiencing a major issue with this tool -

When I start typing in the municipality name, it does not auto populate the field and in most instances does not even recognize the municipality name even though it exists in the layer.  Since I am zoomed in to a small portion of the state when the dashboard is launched, is that somehow affecting the tool in that it's only recognizing municipalities displayed on the map?

Currently, search suggestions appear after a minimum of 3 characters. Do you get "No results" after performing a search?

Since I am zoomed in to a small portion of the state when the dashboard is launched, is that somehow affecting the tool in that it's only recognizing municipalities displayed on the map?

If you add an Extent Changes - Framework - Filter data records message action to the map widget, then yes, search suggestions and results will be limited to the map extent only.
