How new developers can learn & experiment in ArcGIS Experience Builder without having paying subscripts

Esri has stopped access to learn and experiment with ArcGIS Experience Builder.

So this decision became an issue for new developers those who are new to ArcGIS Experience Builder and does not have a payable subscription or licenses like ArcGIS Online or ArcGIS Enterprise license or login credentials as these both ways need to pay money to get access and learn ArcGIS Experience Builder.

Requesting Esri to think about the possibilities to provide a way to developers to allow them to learn and experiment with ArcGIS Experience Builder to those who are not having payable subscriptions or logins such as ArcGIS Online or ArcGIS Enterprise.

ESRI does these online courses that anyone can sign up for free. You got access to the course relevant software during the six-week course, which usually includes ArcGIS Online. There's a MOOC going on pretty much all the time. Sign-up for one, (do the course material or don't) and go play in Experience Builder.

My intension is not asking access for developers for a limited period of time such as training period or trail period. 

Suppose, if someone is working in a Company, then the Company will arrange the necessary subscriptions, licenses, credentials to that developer, so he can have access to work with ArcGIS Experience Builder. No issues in working developers case.

Problem is there only to those who are willing to learn and update independently instead of depending on a Company provided subscriptions, licenses, credentials,. etc.

If developers have access to ArcGIS Experience Builder in their local computers to use (Not in staging and production servers), they will have chance independently to update as the changes made over the time by the Esri.

Individuals can create a free Location Platform account. Location Platform offers very similar services to ArcGIS Online and ArcGIS Enterprise, but you are the only person in your "organization". Location Platform follows a pay-as-you-go billing model, which means that you only need to pay for what you use AFTER you use up the monthly free services. The amount of free services you can use up is enough to do any experimenting and learning with Experience Builder. However, if you find yourself using up these free services quickly, you can either pay for anything extra that you end up using, or you can wait until the free service usage resets every month.

I can't remember off the top of my head if Experience Builder is accessible inside the Location Platform platform, but if it isn't, you can download and set up ArcGIS Experience Builder Developer Edition on your local machine for free here: https://developers.arcgis.com/experience-builder/guide/install-guide/
