How do I enable data export on a non-hosted service?

Is it just me... or is it difficult/impossible to make non-hosted data exports available in an experience?
I've tried the 10.9.1 and dev builders, table widgets and query widgets; and although the relevant option always looks like it's enabled (by default) on these data sources, the option to export data never appears in the built app.

Can anyone tell me if I'm missing something, or is there currently a limitation/bug that means that only hosted data can be made available for export?

When your publishing a referenced layer make sure you go into the setting and select export.
