Export to CSV duplicates records over 1000

I'm having an issue when using the 'export all' 'export to csv' option for my data with over 1000 records. It exports fine up until 1000 records, but when exporting a table with 1025 records (for example) the final 25 records will be duplicates. It exports as normal just repeats any records in excess of 1000.

Is this due to the the MaxRecordCount? It looks to be 2000 so not sure it aligns with my issue. Thanks in advance

Did you ever figure out an answer to this? I'm having the same problem. I have put my max records at 3,500 but the table will not download entirely if you go over the 1,000 records.

Unfortunately not @CarmellaBurdi1, this seems like a bug but yet to have this confirmed by Esri.
