Edit Tool is Selecting Uneditable Layers

The edit widget is selecting all layers that are being drawn in the map view instead of only the layers that are editable. I have multiple layers inside a map that is being used by an experience. I want the applicaiton to only select the editable layers, but when I draw a square to select points it is selecting the uneditable layers and they sit in the edit widget greyed out. This prevent editing until they are unselected adding an unnecessary step to my field teams work (see attached image). I have attempted the following.
- Within the widget under Mode and Map, I only have the layer I want editable selected
- I have disabled editing for all the layers I do not want selected in the Feature Layers settings
- I have disabled pop ups for the layers I do not want selected
The only other solution I know of is turning the points into an image layer but I am really trying to avoid that.
