Best ArcGIS Application for Interactive Map with pop up features and Time-Series Charts

I need to develop a website for this project where users can:
-View interactive maps with hydrological data.
-Click on points/features to see real-time time-series charts. e.g. if you click on a weather station, you should be able to see various time series charts and it should show real time data too.
-Access historical and forecasted reservoir storage levels.

Which ArcGIS platform would be best for this?

Historical data seems to work better in experience builder and instant apps as opposed to dashboard.
