Basemap tool not allowing web map selection from org (and no thumbnails)

We recently obtained new aerial photos, which led me to add the older ones via a webmap using the Basemap tool.  However, it only allows us to point to organizational groups versus picking a webmap from our org's content.  Since I couldn't choose from a local webmap, I decided to try the URL to point towards the image service provided by our county. After loading the service, I uploaded an image for the thumbnail, but am unable to select and save the thumbnail image.  The default world map thumbnail isn't bad, but I'd prefer to use our own if possible.

What is the orgs setting?

i created a custom group of all my different base maps plus some Esri base maps and all images come through.

Just a small addendum: I did create a custom basemap group that the basemap widget can point, allowing me to choose which basemaps to include.  However, I could've SWORN there was an option to just add an individual webmap as a basemap (if saved as such) in your org, regardless of if it was in a custom group or not.
