While it is recognized that experience builder has custom URL parameters for Views, Pages, and Windows, it would be extremely beneficial to also add the ability for bookmarks.

Bookmarks allow the ability to have different layer visibilities all in one single map and it would be great to be able to provide a link to users instead of them having to open an app and sort through a long list of bookmarks. It would also allow being able to link a specific zoom on a map. With views, you can change visibilities of layers but when layers are turned off in the data source, the data is no longer accessible in widgets such as charts, tables, and filters.

Views work for small scale projects but unfortunately when you have 10 or more different options for layer visibilities, it becomes tedious configuring the views to be similar to each other and creating individual external links. Having the ability to externally link certain bookmarks allows users of an app to quickly see the data being referenced while also allowing the ability to view all other data/graphics/widgets in a map if they wish. This is extremely important where users use applications to make decisions.

I would concur. We'd like to create a specific web URL (and therefor an unique QR code) to a bookmark on a web map.

You could try Map's URL parameters in AGOL 2024R01 / DE 1.14.

Not only would this be useful for QR codes but from use within our Individual Planning Application pages. We currently use a system from Agile that looks at individual planning case sites:

Citizen Portal Planning - application details (agileapplications.co.uk)

Each one should go to that particular application location.  So an individual URL would benefit this, so the user gets the full experience.  Hence why this is called experience builder.  Increases the experience of the public user.   At the moment we need to ask the user to place the unique planning application reference in the search bar and search from there, instead of it zooming to locaiton.
