I would like to suggest the option to show legend items in Experience Builder web designer regardless of their visibility in the map. The current option are limited to show visible layers and show visible layers within current map extent.
My use case is for an app that shows snowplow progress across a city. My map will contain data for roads that were plowed within the last 24hrs and I want the user to see the legend items (how the roads are color coded based on the last time they were plowed) even if the roads haven't been plowed in the last day.
