In ArcGIS Online, when building a web experience, you are able to create a personalized filter. In Enterprise, you cannot. Please add a personalized filter widget in web experience builder in Enterprise.

This is probably dependent on which version of Enterprise you're using. By design, Enterprise releases lag behind AGOL, so if you're using the built-in ExB in Enterprise you will be some or many versions behind. Custom (personal) filters were added in...1.15? 1.16? I can't remember specifically. It's likely that you just aren't upgraded far enough yet. What version of Enterpise are you on?

I am on 11.1!

That would be the issue then. Enterprise 11.1's built-in ExB is version 1.10 equivalent. Custom filters were introduced at 1.14.

You can find the version of Experience Builder included with your ArcGIS Enterprise release on this page: https://developers.arcgis.com/experience-builder/guide/release-versions/

Remember that you can always install and use the latest version of Experience Builder by deploying the Developer edition, which is especially useful with version 11.1!

Despite the word "dev" in its name, you not have to be developer to use it : it's not complicated.
