I have created a simple Experience to demonstrate the issue:

There are no visible features on the map because of the scale dependency setting, but the list showing object IDs is full. As you zoom in, it is confirmed that the list is set to be filtered by the map extent. Perhaps there is a use case for wanting to show items in the list when the features are within the map extent but not visible, but I can't think of one.
